The notice of effectiveness is a public declaration by the Securities and Exchange Commission that a public companyās registration statement has been accepted. For shares in a public company to trade on the open market they must be registered by the company. These registration statements are reviewed by the Commission for a period of time before approval is given, and this notice marks the successful completion of this review process.

Comments are saying they would have needed EU approval before handing over the control to Microsoft which that document is stating the U.S is doing. Not official confirmed dont think theyll say anything until next week
Edit: interestingly enough this document says the effective date of approval was yesterday at 4pm

EU site still says decision pending not sure if they didnāt update it or didnāt decide it yet but it should be done today
